COLUMBUS, Ohio – January 7, 2009 – Despite concerns by the Office of the Ohio Consumers’ Counsel (OCC), a decision today by the Public Utilities Commission of Ohio (PUCO) will limit the distribution of Cincinnati Bell’s white pages telephone directory.
Cincinnati Bell asked for a waiver of that requirement and proposed a plan to focus on an electronic directory through its Web site and supply printed directories only upon request. The OCC believed that Cincinnati Bell’s plan was too restrictive and recommended that all customers continue to receive a directory unless they instruct the company that they do not need a copy. The OCC also suggested that the PUCO review Cincinnati Bell’s proposal in two years to determine customer preference for directory delivery.
“Although the PUCO included many of the consumer protections our office had sought, especially for new customers, we are disappointed that the distribution of the directories will be more limited than what our office had recommended,” said Janine Migden-Ostrander, Consumers’ Counsel. “Given that many consumers continue to rely on printed white page directories, we are concerned that making the printed directory available only by request will cause some consumers to not receive information they want and need.”
Beyond a listing of residential telephone numbers, white pages directories in Ohio must include facts about emergency 9-1-1 services, customer rights, income-eligible bill payment assistance, how to handle obscene or harassing calls and other important information.
